The waiting period specified under an amended Hart-Scott-Rodino Antitrust Improvement Act of 1976 expired, moving the companies closer to a merger. The Commissioner of Competition for Canada issued an advance ruling certificate connected to the proposal; the German Federal Cartel Office similarly cleared the transaction.
