This publication entitled "Standard for description of low-voltage TTL-compatible, 5-V tolerant CMOS Logic Devices" (EIA/JESD 36) outlines the standard DC specs, test conditions, and test loading for logic products designed to tolerate input and output voltages that exceed the devices` power supply, specifically 5-V tolerant logic products that run from low voltage (2.7-3.6 V) power supplies.
